For the creators of the saga the choice of Captain America was obvious, who else with a trajectory that proclaims the fight for freedom and civil rights. Looking for someone who could oppose, the same people in charge of Civil War came to the conclusion that outside Tony Stark, in the entire Marvel Universe there was no one else with the popularity and moral authority to oppose Captain America.

Some aspects of the Civil War comic are akin to American political thought, such as creating a prison for dangerous prisoners outside their own soil, and because this prison is extraterritorial, the detainees lose the rights that the American nation gives them, be it the Negative Zone or Guantanamo.

Unbeknownst to all, HYDRA, who had been incorporated into the organization after World War II, sought to use Project Insight to achieve its goals and establish a new world order.

Despite panic among the masses over the fact that there was no one who could protect them, a new S.H.I.E.L.D. emerged under the leadership of Phillip Coulson and worked in secret to defeat HYDRA.[4][5][6] The new S.H.I.E.L.D. was created in the midst of the war.
